Ruqqus will lock in you on the categories screen if you block cookies. What's particularly malicious is that you can't unblock the cookies without Ruqqus knowing your previous session or else it will take you back to the category lock screen. Essentially, even if you're banned, you still can't use Ruqqus anonymously to browse All and Trending. It's still possible to use direct links to posts, comments, profiles, etc. to browse Ruqqus albeit in a much more difficult manner. Another reason why categories are forced and censorship, I guess as well. Literally somehow managed to be worse than Reddit in that regard.
