Tom Massie literally says that it's all theatrics, that they have decided the outcome beforehand and that Democrats and Republicans just PRETEND to disagree but are really playing for the same team. Basically he's saying that everything is staged in American politics. Apparently, some people went partying knowing a "deal" had already been made.
